La idea del Global Online Freedom Act (la Ley sobre la Libertad Global en Internet) planteada en el Congreso estadounidense habilita al Departamento de Estado a revisar cada año la lista de países que restringen la libertad en Internet.

De ser aprobada, la ley obstaculizará las exportaciones de programas informáticos y de hardware a los países que se encuentren en su lista negra. También se requerirá una licencia para exportar tales mercancías si el usuario final es el Gobierno.

“Parece como si algunos miembros del establishment estadounidense estuvieran aplicando la mentalidad de confrontación y esquemas heredados de la Guerra Fría a las tecnologías web”, comentó el portavoz Alexander Lukashévich en la página del ministerio. “EE. UU. nuevamente trata de asumir el papel de regulador supremo y de árbitro”, sentenció.

A su vez Rusia hace un llamamiento para someter la cuestión de la libertad de expresión en la Red a un debate internacional “sin que se tomen medidas unilaterales, sino mancomunando los esfuerzos para elaborar un documento único bajo los auspicios de la ONU”, dijo el diplomático ruso.

Además, Moscú recuerda que ya existe un documento base sobre la cuestión: el Código de Conducta Internacional para la Seguridad de Información planteado por Rusia y otros paises como documento oficial para la última sesión de la Asamblea General.

Cero tecnología para los regímenes represivos

En EE. UU. apuestan por Global Online Freedom Act como un método para proteger a disidentes e impedir la vigilancia y la censura en línea.

“Cada día conocemos sobre nuevas detenciones de activistas democráticos mediante el uso de una gama creciente de herramientas de censura y de vigilancia en internet utilizadas por los gobiernos de China, Bielorrusia, Egipto, Siria y muchos otros países”, dijo el congresista Chris Smith, patrocinador del proyecto de ley y presidente de la comisión de la Cámara Baja que supervisa la observancia internacional de los derechos humanos.

El proyecto de ley, presentado ante la comisión el pasado día 8, está pendiente de discusión en la Cámara Baja.

The Obama administration has proposed a new process allowing spouses and children of US citizens to file for visas while remaining in the country, curtailing a practice which some say unnecessarily keeps families separated.

Currently, many undocumented immigrants that are eligible for visas must leave the country in order to adjust their status. The devastating aspect of this requirement is that, upon leaving the US to have their documents processed in their country of origin, they trigger a bar against returning to the US for 3 or even 10 years — a catch-22 that tears families apart and punishes hundreds of thousands through extended separation from parents, children and spouses.

If the administration’s proposal goes through, it will become easier for families to avoid these bars by applying for family unity waivers. Waivers in situations of extreme hardship are available now, but the process is incredibly slow and inefficient.

This proposal would offer relief for mixed-status families. Here are the key points on how the administration’s family unity waivers would change the implementation of the bars on returning home:

• In-state processing: If eligible, undocumented husbands, wives and children of US citizens would no longer need to leave the country to process their visa application, and could instead remain in their community through the process.
• Waiting while home: Many say that there is no reason to make a visa applicant wait for months or even years away from their family and community while their application is reviewed. The new procedure could allow spouses and children to remain united with their family members, and would not have to endure long and unequal waiting times depending on home country processing.
• Unclogging the courts here: Government bureaucracy has created a backlog of immigration cases in our courts, and put up other obstacles that keep families separated for years. This proposal, along with enforcement of last summer’s DHS announcement on deprioritizing non-criminal cases, may relieve the courts and boost efficiency.
• Saving time abroad: Waiver applications are often referred by US consulates abroad back to DHS offices in the US for settlement. Processing these applications “stateside” in the first place will allow these consulates to focus staff resources on serving citizens in foreign lands, and will ensure DHS staff develop the expertise to apply uniform legal standards to all cases.
• Relief: Those potentially eligible for family unity waiver include spouses and unmarried children of US citizens — a pool of hundreds of thousands of individuals that could be protected from forced separation from loved ones.

Congressman Luis Gutierrez said, “I am glad that the President is adopting some of the Gutierrez plan to keep families together and make sure that our laws are not unnecessary barriers to legal status and immigration.” The Congressman has pressured the Obama administration for many months to act on immigration. He was the keynote speaker at a few events hosted by CRECEN/America Para Todos and others in Houston and Pasadena. Congressman Gutierrez has previously endorsed the idea of withholding votes from his own party, the Democrats, for their inaction on immigration.

López Rivera, quien cumplirá 69 años de edad el próximo viernes, se encuentra deteriorado por las tres décadas que ha pasado en calabozos de la nación del norte por su compromiso con la lucha por la independencia de Puerto Rico, denunció el Comité Pro Derechos Humanos de Puerto Rico.

El expresidente del Colegio de Abogados del país Eduardo Villanueva llamó a los puertorriqueños a plantear sus exigencias a Obama, quien ha hecho mutis en este caso.

Contra López Rivera ha habido un ensañamiento por parte de las autoridades estadounidenses al considerarlo el líder de las ya desaparecidas Fuerzas Armadas de Liberación Nacional (FALN) de Puerto Rico, organización clandestina que operó en las ciudades de Chicago y Nueva York.

“No es un asunto de seguridad, ya es algo ideológico”, advirtió el alcalde del municipio de Toa Baja, Aníbal Vega Borges, del oficialista Partido Nuevo Progresista (PNP), que busca la anexión total de Puerto Rico a Estados Unidos.

Al igual que Vega Borges, la senadora anexionista Norma Burgos también unió su voz al coro de reclamo de la libertad del prisionero político, quien rechazó un indulto condicionado del presidente William Clinton, mientras otros de sus compañeros permanecieran encarcelados.

Posteriormente, cada comparecencia de López Rivera ante la Junta de Libertad del sistema carcelario estadounidense ha sido convertida en un juicio por agentes del Buró Federal de Investigaciones (FBI) que pretenden achacarle una serie de ataques armados que jamás han sido probados en los tribunales.

De hecho, la condena carcelaria al independentista boricua ocurrió por sedición, una imputación que no necesita ser probada en los tribunales estadounidenses.

Los reclamantes de la libertad de López Rivera denunciaron también la política de doble rasero de Obama, pues su gobierno pide a otros países la liberación de supuestos prisioneros políticos, mientras guarda silencio ante casos como el de López.

Clarissa López, hija del prisionero político, recordó con voz entrecortada que cuando lo visitó en noviembre notó cómo los años han caído sobre su progenitor. “Es algo normal para mucha gente (ver a envejecer al padre), pero nunca he tenido la oportunidad de compartir fuera de la prisión con mi papá, (que) está en condiciones infrahumanas”, afirmó.

La joven mujer reveló que pasó 12 años sin visitas de contacto físico con su padre y que “me convertí en madre y pudo tocar y abrazar a mi hija cuando tenía ocho años”.

Argumentó que las autoridades norteamericanas deniegan cada petición de entrevista que hacen medios de comunicación porque quieren mantener acallado a López Rivera.

La diputada Carmen Yulín Cruz, del opositor Partido Popular Democrático (PPD), anunció que escribirá a diario a la secretaria de Estado, Hillary Clinton, para pedir la liberación del luchador boricua.

Mientras que su correligionario y presidente de la Asociación de Alcaldes de Puerto Rico, José A. Santiago, anunció que solicitará a la Federación Latinoamericana de Ciudades, Municipios y Asociaciones de Gobiernos Locales, que se reunirá en Santiago de Chile, del 20 al 23 de marzo, que se una a este reclamo.

El candidato a gobernador por el Partido Independentista Puertorriqueño (PIP), Juan Dalmau Ramírez, reafirmó su compromiso de continuar el esfuerzo nacional e internacional para la liberación de López Rivera.

Villanueva apuntó que se hará llegar a la Casa Blanca un manifiesto con adhesiones de personalidades mundiales, que incluye a ganadores del Premio Nobel.

El presidente del Comité Pro Derechos Humanos, Luis Nieves Falcón, advirtió a Estados Unidos que “no vamos a ceder en nuestro esfuerzo hasta que Oscar esté libre”.

Según datos del Libro de Récords Guinness, el ex presidente cubano sobrevivió hasta el 2006 a 638 intentos de asesinato, convirtiéndose en la persona a la que más veces se ha intentado asesinar en la historia.

Luego de los rumores de ayer en la red social Twtter sobre su supuesta muerte, la revista estadunidense Life hizo un repaso por las estrategias fallidas que Washington llegó a utilizar para acabar con la vida del ex gobernante, que en 2008 cedió el poder a su hermano menor, Raúl Castro.

Muerte acuática

Conociendo la afición que el mayor de los Castro tenía por el buceo, los servicios de inteligencia norteamericanos propusieron regalarle un traje venenoso que hiciera efecto al primer uso. El problema radicó en que no encontraron la manera de cómo lograr que el comandante aceptara un obsequio bastante inusual.

Otra propuesta fue colocar una concha explosiva en el lugar preferido de Fidel para practicar buceo. La idea fue rechazada por varias razones, entre ellas: un accidente de ese tipo levantaría muchas sospechas.

Calada mortal

La pasión de Castro por el tabaco también fue pretexto para un intento de asesinato.

El plan era colocar sustancias tóxicas en el alijo personal de puros del revolucionario. Aún existe el debate respecto a si esta maquinación tenía el objetivo de asesinarlo o conseguir que se le cayera la barba, otro de los símbolos del Castrismo.

Una confabulación similar pretendía impregnar sus puros con sustancias alucinógenas para que el líder cubano hiciera el ridículo en público.

Otro complot sugería incluir material explosivo en el tabaco, con la intención que al encenderse ocurriera un estallido.

Ningún plan fue llevado a cabo por las dificultades que representaba llegar hasta los cigarrillos personales de Castro.

Banquete venenoso

La CIA también intentó envenenar a Fidel por medio de los alimentos, colocando bacterias probadas, pero la oportunidad de utilizarlas nunca se materializó.

Quitarle la barba

Con ayuda de la mafia, a la que Castro arrebató los casinos durante la revolución, la CIA planeó eliminar a Castro, aunque no está claro si alguna de las estrategias se llegó a poner en práctica.

Uno de los planes era colocar sales de talio, utilizadas como agente para remover cabello, en los zapatos de Fidel con la intención de que perdiera la barba, a manera de humillación. Hasta el día de hoy el vello facial permanece, indemne, en el rostro del ex mandatario.

Amores que matan

Una ex amante de Castro fue preparada por la CIA para envenenarlo con el uso de unas píldoras que debían ser vertidas en bebidas o alimentos. Pero el plan se vino abajo cuando las píldoras se derritieron en el escondite: un frasco de crema.

Agente

El agente de la CIA Feliz Rodriguez se ofreció como voluntario para asesinar a Fidel Castro con un rifle con mira telescópica en 1961, pero nunca obtuvo el permiso para hacerlo.

Estrategia no oficial

En el año 2000, el operador de la CIA Luis Posada Carriles, un cubano anticastrista vinculado al terrorismo, colocó 200 gramos de explosivo bajo el podio donde Castro daría un discurso en Panamá.

El equipo de seguridad del líder cubano descubrió el atentado.

Invasión desastrosa

El 17 de abril de 1961 las fuerzas armadas norteamericanas hicieron uno de sus mayores ridículos en una ocupación fallida a Cuba, que terminó con la captura de los soldados estadunidenses y un fuerte coraje del flamante presidente John F. Kennedy.

El Anticristo

Sacando provecho de las creencias católicas de la mayoría de los cubanos, los estadunidenses intentaron hacer creer a los isleños que Castro era el Anticristo, sugiriéndoles un levntamiento social para derrocarlo.

La presidenta del Tribunal, la doctora Tomasa Bravas, ha declarado que los pueblos indígenas de Perú fueron los primeros cultivadores de patatas, entre el 3.000 y el 2.000 a.C., y que “como los creadores del cuarto cultivo alimenticio más importante del mundo, creemos que es justo que finalmente se reconozca la deuda que el mundo tiene con los pueblos indígenas”.

“La clave de esta decisión es dar crédito a los pueblos indígenas por su contribución a nuestras dietas cotidianas. Vamos a mantenernos alerta sobre otros alimentos cultivados por pueblos indígenas que aún no hayan sido reconocidos”.

El Instituto de Nativos Originarios de Centroamérica (INOC) y el Ejecutivo de Naciones Tribales (ENT), que habían llevado el caso ante el Tribunal, celebraron lo que consideran “una importante victoria”. El presidente del INOC, Jorge Papas, ha declarado: “Es una gran victoria para INOC y los pueblos indígenas en todo el mundo. Con lo ingresado por los derechos de autor de las patatas podremos comprar algunas de las tierras que los ganaderos, madereros y empresas petrolíferas nos han arrebatado”.

Con unos ingresos anuales estimados en 200 millones de dólares, tanto el INOC como el ENT podrán comprar gran parte de las tierras que están actualmente ocupadas por las empresas que operan en, y alrededor de, la Amazonia. Esto ha hecho que compañías como Repsol YPF y Yaguarete Pora teman verse afectados. Sin embargo, parte de los ingresos se reservarán para producir un manual de cultivo de la patata, así como un libro de recetas, para ayudar a los hombres de negocios de la Amazonia a ser autosuficientes.

El director de Survival, Stephen Corry, ha declarado hoy: “Estamos muy contentos con la decisión de la doctora Bravas de coger la patata caliente y por fin dar reconocimiento a los pueblos indígenas por un alimento del que tantas personas dependen. También queremos asegurar a todo el mundo que las empresas que operan en la Amazonia también serán tenidas en cuenta. Aunque tal vez ya no puedan depender de la destrucción de la selva para obtener beneficios, siempre les quedará la posibilidad de cultivar patatas”.

The border patrol would like to claim that increased enforcement is the cause for the recent 24 percent decrease in the apprehension of undocumented immigrants. From Hold the Line in 1993 to the Secure Border Initiative of 2006, a myriad of programs have added up, increasing the number of personnel, the miles of fences, and the newest technology concentrated along the U.S. Mexico Border. These initiatives accompanied by an escalation of national fervor hostile to illegal immigration, have not been, in truth, the main reason for the decline in apprehensions. The credit for that goes to a completely different beast, the Coyote.

While increased enforcement may have increased the likelihood of getting caught, immigrants have adapted their journeys to account for the risk; they have hired professionals with a good deal of experience to navigate the difficult terrain. “Using a Coyote essentially grantees success for most undocumented immigrants.”1 We find evidence of the increased reliance of coyotes in the rise in demand that has caused crossing fees to increase 5% annually. What used to be a $978 trip in 1995, can now cost upwards of $7,000 (Parks et. al. 51 and Baldwin). Additionally, when immigrants were asked about what they saw as the biggest deterrent to making the journey, 43%, cited the harsh climate, while only 23% ranked the border patrol as their biggest fear, and even fewer, 2%, viewed the minuteman as a legitimate threat. America’s favorite vigilante is just a side note on their list of concerns.

The coyote is a successful guide because he or she is more like a chameleon than anything else. They are able to transform themselves and blend in with the land through which they navigate. The Coyote is a translator negotiating “multiple languages, cultures and geo social landscapes.” They traverse Mexico, well connected and familiar with the various regional dialects. Once across the border they blend in as would any U.S. citizen. To avoid prosecution when apprehended by the border patrol, many coyotes will pretend to be one of the immigrants traveling in the group. In this case, they are simply sent back to Mexico where they are free to resume their work.

The general public consensus on the professional smuggler can take on just as many different forms. There are many “Bad Coyotes” out there who “when [their clients] get tired and say they don’t want to walk anymore, say, ‘I’m not going to argue with you. You stay here. We’re leaving.’ They don’t want to stop the trip because of one or two people.” Coyotes have also been notorious for robbing their clients or even kidnapping them. But despite the danger, there is no denying that using a Coyote is a good strategy for significantly reducing one’s risk of apprehension.

And for every bad Coyote there are plenty of good ones. In March of 2009, NPR interviewed “Paula” a self-described “good coyote.”

She is 29 years old, divorced, pretty, petite, with a gold-rimmed incisor and penciled eyebrows. She sits after church in the border city of Piedras Negras, across from Eagle Pass, Texas. You wouldn’t think that what she does for a living is to guide people through rattlesnake-infested thorn brush country, evading U.S. federal agents.

When asked why she risks her life smuggling undocumented immigrants across the border, she explained simply that she enjoys helping people. “Things are rough here [in Mexico]… They can earn a lot better living there [in the U.S.].” And the pay must certainly sweeten the deal. She charges $1,500 for San Antonio and $1,800 for Houston, a rate lower than many others, but still very good for Mexico or the U.S. She never takes children, only accepting men and women on the nine-hour trek across the scorched Texas desert. After they have clearly passed the Border Patrol checkpoint on highway 57, she calls her boss who comes in a van to pick up the group. At the end of day, when all the fees have been collected and her clients have been delivered to their destinations, she and her fellow smugglers go out to a Mexican restaurant to celebrate over rounds of beer and tequila. “The next day, Paula takes a bus back to Piedras Negras, walks into her house, blows out the candle next to the saint to whom she prayed for safe passage, and waits for her next trip.”

On December 21 2011, the U.S. Peace Corps released a statement declaring that it would be pulling out 158 active volunteers from Honduras in January 2012 as a result of the ongoing violence there perpetrated by organized criminal gangs. Furthermore, the Peace Corps intends to reevaluate the safety situation for volunteers serving in other Central American countries – Guatemala and El Salvador, and have canceled the upcoming 2012 training sessions that were to be held in the aforementioned countries. This security measure was not unprecedented in the past, since, according to the New York Times article, according to a Peace Corps spokesperson, Kristina Edmunson, speaking from her Washington D.C. office, said that “from time to time, the corps withdraws or restricts work in the 75 countries in which it has volunteers.” It has been reported that dozens of current Peace Corps volunteers have been injured after being caught in the line of fire amidst the violence that has plagued the Central American nations with the rise of illicit drug trafficking.

The situations in Honduras and in El Salvador have struck a particularly ominous chord with the Peace Corps as they have been deemed the most violent countries in the world due to presently having “the highest homicide rates in the world with 82.1 and 66 per 100,000 inhabitants, respectively, in 2010,” as compared with Guatemala which “had a rate of 41 per 100,000 last year” according to a recent report released by the United Nations. One must wonder why all three countries have “more than double the homicide rate of 18 per 100,000 in Mexico, where drug violence has drawn world attention.” For Honduras, it could be the result of the unstable political environment that has generated pandemonium and violence since 2009 when leftist President Manuel Zelaya was ousted in a controversial coup, resulting in the killing of numerous journalists, labor activists, and gays at a disturbing rate for a country that did not share the typical Central American penchant for violence.

“Due to ongoing security concerns, the agency is enhancing operational support to currently serving volunteers in these countries” as, in a public statement made by Director Aaron Williams, “The safety and security of all Peace Corps volunteers is the agency’s highest priority.”

However, this sentiment does not address the question of contentious Peace Corps security measures, or lack thereof, in the past, particularly regarding the issue of the rape of volunteers around the globe. In an ABC News’ 20/20 interview, Karestan Koenen, came forward about being raped during her Niger 1991 service, where, upon her return, was told by the Peace Corps that it was fundamentally her fault. Tragically, the situation has not changed much today, with multiple women coming forward about similar traumas associated in their lives. According to the 20/20 reports, “more than 1,000 young American women have been raped or sexually assaulted in the last decade while serving as Peace Corps volunteers in foreign countries with little or no support from the Peace Corps organization. Sexual assault is not the only area in which the organization has not done much for their victimized volunteers; Kate Puzey was killed due to the release of her identity within the Peace Corps. Puzey had made a complaint to the organization after hearing that a former volunteer in her village was sexually assaulting students. This case should also be looked at as an issue of security, with volatile information being leaked within the Peace Corps’ bureaucracy, a master breach of privacy which ended up in a volunteer’s death.

Why has the Peace Corps neglected to properly address these issues, and not give them the same attention as they are now doing with respect to gang-related drug violence?
It is important that the Peace Corps examine all situations that threaten the security of its personnel and not abandon them in their time of greatest need if they want to continue President Kennedy’s vision. Peace Corps managers have much to discuss concerning issues of personnel and curriculum, but no issues have a more urgent location on its agenda than the sexual safety of volunteers. Peace Corps needs to end their “blame the victim” approach and focus on the recovery of their volunteers.

In a recent Council on Hemispheric Affairs (COHA) email inquiry about sexual safety matters, a Peace Corps representative reiterated that safety is their number one priority and attached a link to the “Commitment to Sexual Assault Victims.” This document appears to be more like a collection of general ideals rather than a detailed and concrete set of policies, actions, and objectives. Although no one can foresee all possible crises, one can learn from past mistakes.

The male victim, Clifford Johnson, 56, of Houston, was transported to Houston Northwest Medical Hospital where he later died from his injuries.

HPD Vehicular Crimes Division Sergeant R. Gonzales and Officer S. Kong reported: 

Mr. Johnson was operating a four-wheeled mobility scooter, with his one-year-old son in his lap, on the sidewalk in the 9300 block of West Montgomery.  Johnson maneuvered into a moving lane of traffic to avoid water and mud on the sidewalk when his scooter was struck by a silver Ford Explorer traveling northbound on West Montgomery.  Johnson was taken to the hospital where he died.  His son suffered minor injuries and was treated and released to family members. 

The driver provided a statement to investigators.  The investigation is continuing.
